The Australian Skilled Migration Program offers subclasses 189 and 489 for skilled individuals seeking permanent residency in Australia. Both of the aforementioned visa subclasses have similar application procedures: they both call for submitting an expression of interest, meeting the migration point threshold, receiving a departmental invitation to apply for a visa, and having all family members meet character and health requirements.
However, there are variations within each stream as well:
Australia skilled independent subclass 189
A medium- to long-term occupation list nomination and a Department of Immigration invitation is required for the independent skilled visa (subclass 189), which is permanent once granted.

Australia skilled independent subclass 489
Subclass 489 is a state-sponsored or family-sponsored temporary visa that is valid for four years after it is granted. Before applying for a permanent visa, the visa holder must have lived in the territory of the nominating state for at least two years following the date of the visa’s grant or entry into Australia and have worked there for at least one year.
Basic Requirements
You must have been sponsored by an eligible relative residing in a designated area or nominated by an Australian state or territory government agency, and you must have been nominated in a profession that is included on the applicable skilled occupation lists.
Applications from holders of provisional visas in categories 496, 495, 487, or 475 under the Extended Pathway Scheme are also taken into consideration.

Processing Times for both visa
Skills assessments: Processing times for skills assessments vary depending on the authority responsible for them for various jobs.
The authorities may complete your abilities assessment in one week to twelve working weeks.
State sponsorship: State/territory governments would approve applications upon submission (currently except NSW, Victoria, and Queensland). The state would typically take 8 to 12 weeks to complete the nomination application, subject to availability.
When there isn’t an urgent need for qualified personnel in one or more fields, the state government may decide to halt the nomination process. State governments are also free to modify their list of occupations at any moment during the year.
